On the afternoon of August 12, a group headed by He Baoxiang, vice governor of the People's Government of Hunan Province, inspected the pandemic prevention of the Hunan Gaoqiao Grand Market, the parallel venue of China-Africa Economic and Trade Expo (CAETE), and the China-Africa Economic and Trade Promotion Council, and also inspected the main venue and exhibition halls of the CAETE in Changsha International Conference Center and Changsha International Convention and Exhibition Center.

On August 13, the Special Scheduling Meeting for Major Work of the Second China-Africa Economic and Trade Expo (CAETE) was held. The meeting focused on major work such as the collection for cooperative projects, arrangements of major events, and Changsha's conference affairs as well as the deployments concerning the Decisive Month Action for the preparatory work of the CAETE.

The action will be conducted from August 16 to September 12 through high-frequency scheduling and countdown to ensure the completion of most preparations before September 12. Two weeks (September 13–24) before the opening of the CAETE, the organizing committee will shift the preparatory focus to on-site arrangements, pandemic prevention, security, and reception.

At the meeting, relevant departments were required to carefully and accurately implement the Decisive Month Action and vigorously finish relevant preparatory work since time is tight. In addition, other specific requirements were raised, including meticulous overall scheduling, the superior-inferior linkage, coordination between departments, and thoughtful arrangements; accurate problem analysis, a focus on priorities, and deep matchmaking for effective effects; and careful division and fulfillment of responsibilities, strict inspection, and completion within the required time. The secretariat of the organizing committee should strengthen the weekly scheduling mechanism and all departments should strictly implement the leader responsibility system, fulfill the corresponding responsibilities, and ensure the on-time completion of the preparatory work for the Decisive Month.
